That tank works out to be about 17.5 UK gallons which is a bit on the small side for most species of seahorses. You would be able to keep fuscus or capensis (I think) in there, although I think the recommended size for a pair is 20 gallons (someone else might need to confirm that for me). With the medium - large sized seahorses such as reidi, barbs, erectus, comes, etc I would suggest something more in the range of 30 gallons.
I personally would also be a little sceptic about an online company that I have not had any previous dealings with selling a new tank that has already been cycled for you. Besides, the cycling part is half the fun...and education to be honest.
Other than that, it certainly is a nice looking tank!
